Microsoft Moved the Copilot Business Billing Default: Set the Limit Before December 1
New Copilot Business licenses bought through Microsoft resellers will default to usage billing on December 1 in supported markets. The delay gives finance and IT time to set a real spending policy.

A small company ordering Microsoft 365 Copilot Business through a reseller may soon get a usage meter ready by default alongside its seat licenses. Microsoft's October 1 partner update moved the start from November 2 to December 1, 2026. The extra month is a chance for the buyer, finance owner, and administrator to agree on who may use metered features and how much they may consume before the first order is placed.
The change is narrower than the headline sounds
Microsoft says the default applies to new standalone or bundled Copilot Business licenses purchased through its Cloud Solution Provider reseller channel in supported markets. It is not a statement that every existing Copilot tenant will begin paying usage charges on December 1. The rollout initially excludes Australia, Belgium, Brazil, France, Germany, India, Italy, Korea, the Netherlands, Poland, and Spain. A buyer outside the supported markets, or buying by another route, should ask the seller which terms and settings apply to that order.
The announced default spending limit is 4,000 Copilot Credits per user per month. Credits are usage units, not dollars or an included allowance. Microsoft gives the example of 100 licensed users with a combined default ceiling of 400,000 credits a month; the charge still depends on actual metered use. Ask the reseller for the current credit rates and the features your users can reach. Do not multiply credits by a guessed price and call it a budget.
Who should own the second bill?
The seat license covers everyday Copilot work. Microsoft's billing explanation places advanced experiences, including Copilot Cowork, in a separate usage category. A team that wants Cowork for a defined workflow may reasonably buy access. A team buying writing assistance for ordinary documents should not assume a usage pool is needed merely because it is preconfigured.
The administrator can manage access, monthly limits, and alerts in Copilot Cost Management. Microsoft's setup guidance says a spending policy can automatically cover future supported services unless that setting is turned off. That is an administrative choice with a business consequence: the finance owner may be funding a service the original purchase did not contemplate. Have finance approve the services and limit, while IT applies the policy and confirms what the account actually shows.
The purchase meeting should produce four answers
- Which licenses are new purchases through a reseller, and is the customer in a supported market? Keep the seller's written confirmation with the order.
- Which named users need metered work now? Start with a small group and a specific task, not every licensed employee.
- What company-level and user-level monthly limits and alerts will be set? Name the person who may raise them and the evidence required.
- Will new supported services be added automatically to the policy, or reviewed before access expands? Record that choice and revisit it after the first invoice.
An illustrative failure: a buyer hears “4,000 credits per person” and treats it as free usage, while a broad policy permits costly jobs across the tenant. The invoice shows a metered charge that no business owner had budgeted. The failure is an approval gap, not proof that the feature itself is poor. Our guide to the two Copilot bills explains how to keep the seat and usage lines separate.
Before December 1, ask the reseller for the exact licensing route and ask the admin to show the proposed spending policy. Buy the metered workflow only when a team has a task, a cap, and a way to compare accepted work with the charge. Released staff time is capacity; cash savings require an actual budget reduction.
